This excerpt from a review of Wing Lei at Wynn gives one example of why the property cost $3 Billion:

"Wing Lei" is what Wynn Macau is called in Chinese (Cantonese) and are also the two Chinese characters that Steve has on his private jet that he uses to fly to Macau, so a bit of cross-selling going on.
